On May 24, 1968, a default decree of foreclosure was entered against a lot owned by Inez Crider in the city of Othello. On September 20, 1968, the lot was sold to the City of Othello at a foreclosure sale for $202.37 -- the amount of the unpaid assessment, penalty and interest. On October 7, 1970, the 2-year redemption period having expired, a local improvement assessment deed was issued to the city pursuant to RCW 35.50.190-.200. Thereafter, on December 23, 1972, this action was commenced by plaintiff, Ronald F. Crider, to cancel the deed and quiet title to the lot in himself as successor in interest to Inez Crider. From a judgment of dismissal, plaintiff appeals.
